Important Dates for USMCA Review Process

The USMCA Agreement is currently under review with a public hearing scheduled for Nov. 17 at the U.S. International Trade Commission in Washington, D.C.

Those interested can submit written comments and requests to appear at the hearing. Requests must be made by Nov. 3 at 11:59 p.m. The request to appear must include a summary of testimony.

Submit documents in response to this notice, including written comments, hearing appearance requests, and summaries of testimony through the online U.S. Trade Representative portal at https://comments.ustr.gov/​s/​.

Another important deadline to remember is that seven calendar days after the last day of the public hearing at 11:59 p.m.; that is the deadline for submission of post-hearing rebuttal comments.

Background

The USMCA, which includes the U.S., Mexico and Canada, entered into force on July 1, 2020. The USMCA requires the Free Trade Commission, which is comprised of governmental representatives from all three countries) to meet on the sixth anniversary of entry into force (July 1, 2026), to conduct a joint review of the agreement. They can evaluate any recommendations for submitted actions and decide on any appropriate responses.

Each governmental party must confirm if it wishes to extend the term of the agreement. Also, if a participating party wishes to make a recommendation for the Commission to take action, it must do so at least one month before the joint review meeting occurs (by June 1, 2026).
